I'm replying to my own post. I have been a City Director for 2 years. I feel don' t get enough training about how each department works, even though I have visited most of the departments.

It is important to meet with each department during the year to discuss their budget, their needs and wants and what is realistic to achieve. It is a great way to get to know the department heads and develop a good relationship prior to the "open meetings" regarding the budget process.
